Both articles have been posted by the authors as public full texts on RG. Thus they can be freely downloaded as pdf files. The second paper is a review artcle which should give you a good overview of the field. As you can see, it is always a good idea to check the "Publications" section of RG first when looking for a technical issue. In most cases you will find literature references which suit your needs.
