You might want to consider the impact of sex offender registers. There has been very little work done in this area, with a lot of input for not a lot of obvious output. More than happy to discuss further if of interest (I have written a fairly short piece on this subject previously).

I have not looked into that area very much. Many have told me there is enough research to say it doesn't work, but those people tend not to sight sources.
Would a sociology department be more likely to accept this as a thesis than my other ideas?
