I would like to get some knowledge regarding FLUORESCENCE and Photoluminescence, also I have one question about this technique, is there any relation between surfactant and capping agent with nanoparticles while measuring its emission in fluorescence, or only in relation to the size of nanoparticles, here I am asking about the colloidal solution or powder soluble in any solvent.

Fluorescence is a photoluminescence where both the excited and ground states involved have same spin multiplicity (deltaS=0). So all fluorescence is photoluminescence but all photoluminescence are not fluorescence. Organic molecule exhibits fluorescence (or phosphorescence). But heavy metal complexes or materials (perovskite) do not have pure spin (due to spin orbit coupling) so we call their emission photoluminescence or simply luminescence.
I would higly recommend you the book of Lakowicz "Principles of Fluorescence Spectroscopy" where you can find all the informations you are looking for. In fact, there is a relation between the fluorescence spectrum and the fluorescence lifetime known as the Strickler-Berg-Equation.
