This classroom activity would be in a textbook or laboratory manual published around or after 1968. Examples can be found online but they do not cite where the game first originated.
Hey Dan, unfortunately I can not provide you with a source around the late 60ies/ early 70ies, but the description reminds me of a simplified version of Dennis Meadows' "Fishbanks", first published in 1992. After 1992, many versions of the game have been invented to simplify classroom use (i.e. without computer simulation). One thing that strikes me in your link however is that students are not allowed to communicate. In Meadows' idea, they would be allowed to communicate - but usually they don't. It is an important learning goal to reflect on this question: Why is it so difficult to develop a solution in cooperation with others?

Susanne, I found Fishbanks and its many derivatives, bunnygame.org etc. These are all computerized versions of 'The Fish Game'. I am really hoping that someone out there recalls a teacher guide or lab manual with the original TotC game.
