I am going to develop a mathematical model on Solid Waste Management of a city but facing problem with this.
LINGO is a Solver - like many other solvers.
First, you must develop the model with pen and paper,
and then, as a second and "final" step you can use LINGO for solving your model.
... eventually, after seeing the solution from LINGO, you may have to adjust step 1, and then run again step 2 ... many times.
btw, for step 1, you can look e.g. here

Good luck
Like any Project can have in the following steps:
Pre process phase -- 5-10% efforts time
Primary process - 20-40%
Secondary - 20- 40%
Tertiary - 20- 40%
Polishing and Finishing - 5- 10 %
Can place the principles to follow
And next bring in
Practices to Adhere.
All these are followed as
Operational process of the task
In the course of some periods of time
