I want to ask if there is an acceptable percentage of responsesto a questionnaire disseminated to a whole selected population?

I disseminated a questionnaire to all students of a certain school by mail. unfortunately, the response rate is not as expected. Is the low response rate considered a limitation in my study hindering its publication in reputable journal especially that the research question is novel? Also, what is the acceptable percentage of responses [ almost 30% could be acceptable]?
