It is advisable that you go through literature related to your topic and model your questionnaire to address your gap i.e. your Research Questions and/or hypotheses because the questionnaire is the tool to get needed data for your research
Dear Obasan, elaborating questionnaire based on literature review is one thing. But, validating it to make sure that your items measure what they aim to measure is not very easy. May be that why she asked for a validated questionnaire. You know there is some questionaire that are used to measure entrepreneurship intention for instance.
