You should try calcium chloride and heat shock process. A sudden increase in temperature creates pores in the plasma membrane of the bacteria and allows for plasmid DNA to enter the bacterial cells.

Have you solved the problem？If not, try to add 0.5M trehalose into electroporation media and extend the recovery time to 3h or longer. You can also add 0.5M sorbitol into SOC media to maintain the osmotic pressure
