Europe ponders ‘no pay’ open-access plan

Really most of them are not aware of this APC.
An article processing fee (APC) of CHF 1000 (Swiss Francs) applies to papers accepted after peer review. This article processing fee is to cover the costs of peer review, copy editing, typesetting, long-term archiving, and journal management. In addition to Swiss francs (CHF), most publications accept payment in euros (EUR), US dollars (USD), British pound sterling (GBP), Japanese yen (JPY), or Canadian dollars (CAD).
Local VAT or Sales Tax will be added if applicable.
Here is a breakdown of how our APCs are used.
The charges are applicable base on the scale of percentage.
1. Journal Publication charges 40% (35%-40%)
2. Editorial Fee 1%
3. Marketing and communication 4% (2%-4%)
4. General 6% (4%-6%)
5. Publishing Projects and Operations 17% (12% - 18%)
6. Surplus 13% (12%-14)
7. Discount or other 19% (15%-20%
Some of the publications must follow the above percentage for publishing authors' articles.
Authors may only pay the charges that may be prescribed by the publisher.
You can publish your articles in open-source journals free of charge. Find out the right publisher/publication that is effectively suitable for you based on your specialization.

The key question is how to publish quality research by publishing houses and financing them?
Of course the payment of APC is a nuissance to researchers.
But one idea is that the institution (e.g. company or university) must pay for the publication of its researchers.
Bad luck that I am working as free-lancer (no backing of a research institution that pays).
Waivers mostly apply for researchers from the developing countries...

A model that would allow this is the "diamond journals", that is, journals financed directly by universities, research institutions or academic libraries. Libraries are paying huge sums to publishers, so it would be cheaper for them to fund directly academic publications. The current problem is that libraries' budgets are locked in to pay for overpriced subscriptions and APCs.
