I will assume that you are talking about either of two things in education: the evaluation of a program curriculum or a questionnaire for research purposes. Depending on which one we are talking about, the criteria and the number of experts may vary. In the former case, the criteria adopted by experts are quality assurance ones, which may include the existence of course goal, objectives, and learning outcomes, program description, course specifications, benchmarking, student assessment methods, etc. The number of experts in this case, from my experience with academic accreditation, should be no lees than two expert opinions. However, in the case of a questionnaire, between three and five opinions are expected, and the criteria may involve the way the questions are formulated (in terms of precision, shortness, focus, etc.)
