Be aware the "empowerment" is one of those words that means different things to different people. Some seem to mean "skills/knowledge", others "self-esteem" and still others "access to an external power". The TES is claimed to measure at least the last two, plus a few other things and is typically employed to assess how individuals feel about treatment (usually medical).

 The instrument suggested by Tae-Yeol Kim certainly asks the right questions in terms of employment-related empowerment. If there was an equivalent measure without the strong employment orientation it might be what you need.

Perhaps you may have to design the tool considering the objective of the empowerment for the youth and how youth is defined (i.e. ages from 18 to 35 ?? or ??). Is the empowerment for employment or to start one's own business or is it to answer the larger question on the meaning of life.

I did that, but it is for my master thesis and my second corrector didn't like it that way. He wants to see some results with an existing tool. 

It is for youth from 12 - 18. And especially about how they feel during participation in a study.
