In order to select an appropriate journal for your publishing needs, I would recommend visiting Scimago Journal & Country Rank (http://www.scimagojr.com/) to review the published journal rankings. Unlike Web of Science/Scopus, Scimago is a free resource for authors. The Scimago journal rank and h-index will give you some idea about the overall journal quality. As a thumb rule though, always read the recent publications of the journal that you intend to select for publication.
