I am spin coating PEDOTPSS film on ITO substrate but getting very bad film. after few minutes of coating bright spots/pin holes start appearing pointing towards the middle. I try to change the rotation but still it appears. After annealing on hot plate the spots appearing too much. Does anyone have any idea how to get rid of this?
Do ozone treatment or plasma treatment of the ITO glass. Use Clevios PVP AI 4083 PEDOT:PSS.

IT seems me that your film is nonhomogeneous pointing out problems with the viscosity of the suspension and the spinning process. Did you use the PEDOT:PSS only or together with the dopants to increase the conductivity?
I will add to above told. Make sure that your PEDOT:PSS was not frozen to ice. This suspension is destroyed during freezing.
I suggest the following:
a) Make sure your cleaning is okay
b) Do UV or ozone treatment on the ITO substrates
c) Filter the PEDOT:PSS solution before spin coating
