Maybe I am not sure what you are fully asking, but if your goal is to 'immobilize,' then instead of using an antibacterial agent it seems that you would instead want to use a bacteriostatic (or fungistatic, etc.) agent. Salt is both simple and has these properties while not causing too much damage to the microorganisms.
Again, not sure what you re asking here, but growing biofilms on hydroxyapatite is easy. Commercial HA is not antibacterial (unless you use one that has antibiotic added). The interesting paper posted by Dr Geis also shows this clearly.
