My version of the answer: one individual is able to adequately assess in real time mode the behavior of about a hundred people. Therefore, the creation of societies larger than a few hundred people would not be possible without the creation of technical means of communication that allow you to create a hierarchy in which one person can serve as a representative of the interests of about a hundred people among about 100 such representatives of the interests of other groups. As a result, a society of about 10 thousand people is possible, and so on: a three-level society of about 1 million people, a four-level society of about 100 million people, and a five-level society covering the entire population of the Earth. BUT these hierarchies will be stable only if there are technical means that provide direct personal communication between individual members of different levels.
Of course, this is the simplest scheme. a more complex (dynamic) version of this concept of the evolution of human societies is described by me in the English-language preprint (2000, 2015) "Sociology of History" and the 2011 monograph (in Russian) "Prostranstvenno-vremennaya dinamika chelovecheskih soobshchestv raznogo masshtaba"("Spatio-temporal dynamics of human communities of different scales").
The answer is: Necessity. Challenges arising from different problems lead to transformations and innovation, stimulate creativity.
