The entire Brazilian population is entitled to free universal health care , financed with funds from the budgets of the Union, States, Federal District and Municipalities . Composes the National Health System , centers and clinics , public hospitals - including university , laboratories and blood banks ( blood banks ) , the services of Health Surveillance , Epidemiological Surveillance , Environmental Monitoring , and foundations and institutes academic and scientific research.

There are several programs , such as Family Health , Psychosocial Centre , popular Pharmacy Program elderly care etc. .
A necessary change is to raise the payment of each professional involved in public health so that they can have more diligence .
Public health law is good in India. but the maintainence was really bad. a general rule should produce by India, which could be made equal from Kashmir to Kanyakumari.
What I would change in health programmes in Portugal? This is a great question and it has a lot to be said but I'm just going to focus on some issues. Firstly, those who earn less should pay less or even nothing to ensure their health issues. This means hospitals, pharmacies and health centers should not make everyone pay the same as not everyone has the same resources. Also, I don't understand why they are closing almost every health facility. In fact, we should have more and more facilities as people are getting older and they can't drive or even walk 20 kilometers to reach the nearest hospital. This makes no sense. Also, non-smoking laws should be applied in every closed area. Some businesses fail to fulfill this law and, at least for me, I can't stay next to smoking places.
Smoking in public places is strictly prohibited in US. Our university is smoke free. If someone wants to smoke he/she will have to go out of the campus to smoke. In many cities restaurants are also smoke free.
In Greece we have many laws about public health. But in addition we have "troika" which does not care about public health but how to collects money for creditors! We have low for non smoking, which almost nobody cares. Finally to have good public health and good public education system, first we must have a credible political system!

Thanks Shafig. Funniest part is even when the temperature is -20C or -30C, or snowing people go out of the campus to smoke even in that weather. That is the amount of compulsion they feel for smoking.
Two issues are critical for implementing the role of public health laws. The first thing is whether the laws clearly describe what should be done and what should not be permitted, and the responsible department and agencies. The other things is how to guarantee the high enforcement. In many countries, the value of good public health laws are limited due very low or no enforcement of them.
@Guoqing, it is very true that even after forming a good public health law it is no truely enforce. Whether this is due to lack of public awareness or something else is not so clear...
It's my personal opinion that public health laws should consider the current health and disease state of the nation and prioritize areas needing attention. http://www.healthmetricsandevaluation.org/ is a good website in that regard as it identifies where a country stands in terms of health index; communicable, non-communicable and injuries. We can see that non-communicable diseases now rank first in majority of the counties. An analysis through that website shows that, in India low back pain is the second leading cause of non-communicable morbidity after mental disorders but is not given proper attention in the national health agendas. Saving lives and prevention of communicable diseases has been the primary motto of public health programs but I would like public health to think about ‘life has been saved. What's next?’
I am not sure what your question is. if you want to improvise it means 'to compose and perform without previous preparation' How ever if you mean improve it means improve the current situation. I think you mean improve the current situation. In most countries there are many public health laws and laws that are related to public health. Public health encompasses social, economic and environmental issues. So public health laws in most countries will encompass laws related to these areas. e.g dangerous drugs act, human tissues act, mental health prevention and control of infectious diseases, food act, poisons act, etc. to name a few. The problem in many countries is not the lack of laws but he lack of . enforcement . A good example is the smoking law as mentioned. Who is to policy the laws in the public?. So my suggestion is not to make new laws unless really necessary (e.g.. those related to internet /telemedicine ) but to enforce the laws and secondly to educate the public regarding these laws.
I disagree that non-smoking laws could improve definitely health status for a population. Smoking is mere a presentative symptom of the wrongly matched structure in a society. Lack of support and confidence could also cause another deadly symptom after non-smoking.
