Professors are often overloaded with teaching of existing knowledge, which may reduce investment in basic aspects of the research process aimed to acquire new knowledge (literature knowledge updating, data sampling, hypothesis-testing, etc..). Univerdsity, has some small funds to support research. In general there is no funds either from Greek Government or EU for basic research. So you are on your own!
For applied research there are some funds from EC.
Mostly, research publication quantity in sound quality journals, funds income, teaching evaluation, and community services. However, research publication is the first criterion to judge the promotion.
So much bureaucracy and few funds make searching a kind of hobby for enthusiasts rather than an institutional duty. I have the impression that it is not just an Italian problem. However, my thought is that there can be no research without a dedicated policy, but there can be no research without passion.
In our university being a agricultural University, we are more farmers oriented. Its also crop based for particular university. Common finding would be circulated in all 4 agricultural universities.
Continuing from Ratan Khuman, Moi University where I am, has a Research policy whereby researchers are supported with research funds. The funds are provided to the most outstanding proposals. I think what our university is doing is Okey although the funds are always not enough.
There exists the 'special research account funds' where professors apply for their research project. Then that is divided in sub-projects. Finally you sign a contract for a sub-project. The amount of payment is fixed for all sub-projects, but it depends on the professor if he/she will give you all the amount or if he/she keep the greater part of it. In a sub-project I participated, the professor kept for himself the 62.5% and I received the 37.5%, although I performed the whole job...
At the University of Belgrade, we do have Center for Technology Transfer! The Research Fund is based on donations!
"The Fund will fill the gap between current funding support for research and infrastructure in the University and investment from industry and the finance sector, and enable the progression of the most exciting innovations from all faculties and institutes within the University.After successful project, a share of the returns will be allocated back into the Fund. In this way donations to the Fund can be reused to support future new projects from the returns on earlier successful projects."
The other way of budgeting the research is through EU projects like HORIZON 2020!
I was in Delhi University till 10 years ago. The policy supported research in affiliated colleges as follows:
--Granting study leave for a period of up to three years for doing Ph.D research
--Facilitating through UGC, funding of 50 % of expenses involved in foreign travel for presenting your research paper in an international conferences.
--Providing certain number of increments in pay scale on completion of Ph.D and M.Phil degrees.
But I know, this is not enough. The main problem is research funding, which the university does not do. There needs to liberal research funding for promoting meaningful research.
Although most university consider research fund and publication for promotion, few consider teaching evaluation for renewing contract and promotion. If university policy is to lower expenses the professors rank terminated and promotion is very hard. This is usually happen in most Universities in The Cooperation Council for the Arab States of the Gulf .
The university like most of the universities consider to fund research and also publication of the research in various journals. Sometimes they also do conduct workshops to update the research methodology. But the last one is very rare as it needs funding and approval of the UGC or central ministry which is always a tedious process.
Though Universities are for teaching; many of them have started concentrating on Research concurrently so that they are in-line up-to-date with the innovations and technologies happening around. This creates an opportunity to not only teach with the "previously proven theories and practices" which serves as a base to education in that particular field, at the same time motivates them to progress and improve on the current realities and application.
A nice question! Not easy to answer. Many times University do have policies to promote research in its affiliated / constituent colleges but that comes into action very rarely.
To add some positive thoughts only; Our University runs a summer school programme for UG, PG, PhD, teachers where they select the best candidates and fund their research with innovative idea. They got selected through a well experienced group of industrialist and scientists.
State of Maharashtra also runs an inter-university research convention called Avishkar where UG, PG, PhD, teachers of a;; the colleges actively participate and present their ideas, innovations and creativity in their research. the selected candidates also get Avishkar fellowship for their further research.
Providing adequate infrastructure, funds, staff and all other facilities which are desired and like the which our parent Institute his having --- advanced information and technologies usage, and monitoring of the affiliated branches.
The Division of Research supports and promotes FAU research and scholarly activities by providing the tools and resources needed to be competitive, building new directions in research, ensuring responsible research practices, and communicating the importance of research within and beyond the university.
It is equally important to have quality research been conducted not only in Universities but also colleges. The research should be well directed as a skill builder for the budding researchers and should be aimed for the welfare of the society. I feel that Universities following such initiatives are on the correct path of Scientific research.
