In principle, it would depend on the profile of the country or region in question, according to the comparative advantages it has with respect to the rest of the world.
the answer to that question varies very much by the concrete country one is addressing concretely. Different countries have different conditions, histories, advantages and disadvantages in international competition that one must differentiate. At least, one should say in general words, try to strengthen the strong sides but also try to diversify.

First prepare a comprehensive list of government needs in terms of development projects. A survey of the industry should be done next to see which industries have the potential to fill in the gaps.
