I am using Phylip for constructing the phylogenetic tree. I had used proml program and now I want to add an outgroup in the tree. Is this possible by phylip software or any tool?
Assuming that I understand your question correctly, then you could also use FigTree:

Just open your tree, and press Ctrl-M, or go to menu "Tree" -> "Midpoint Root".
I guess this page has info on retree command in phylip.
