It sounds like you had an (unpleasant?) experience yourself. All I see is that it is somewhat diffuse when it comes to this journal “Biomedical and Biotechnology Research Journal” (https://www.bmbtrj.org/ ). Some comforting signals are:
-The publisher behind it is Wolters Kluwer which is a well-respected name
-The journal is indexed in Scopus: https://www.scopus.com/sourceid/21100981882
-It seems to be a member of DOAJ: https://doaj.org/toc/2588-9842
Disturbing signals are:
-The publisher is Wolters Kluwer, but the journal is part of the MedKnow portfolio. A publisher with a somewhat troubling history, see for example https://en.wikipedia.org/wiki/Medknow_Publications
-The journal is indeed included in Scopus: https://www.scopus.com/sourceid/21100981882 however so it was in 2017 and only recently it is added again (in 2020). Recently two titles of the same publisher are discontinued according to the latest list of discontinued titles (February 2021)
According to DOAJ they don’t charge a fee, but it is a bit unclear why there is nothing to be found on their website. Looking at some of their papers it seems to look okay (pretty well edited, DOI assignment, submission and accepted date info etc.). So, after carefully checking yourself, it might be safe choice.
