Academic life at Iraqi universities is suffering from absence of basics like Academic Freedom and University Independence, how to stabilize such principles?.
I dont know about Iraq and how much things have changed in the past few years but in India things have been moving at rapid pace as far as academic progression of faculty members is concerned. The paramount body, University Grants Commission, has set benchmarks promoting research and linking it with promotions and appraisals. The university where I work has linked performance with research, teaching and administration and put a dynamic system in place to evaluate the performance of faculty members compared to the best in the field. This has resulted in a healthy competition among the faculty members thus leading to better publication accomplishments.
I think it ought to be illegal to discriminate against or penalize in any way a faculty member who publishes controversial finds in academic books or peer-reviewed journals. Perhaps the academic guild could lobby the government for passage of a law ensuring academic freedom.
The promotion of academic freedom in the Iraqi universities is through: stimulating teaching creativity in various ways of motivation and this will lead to scientific competition between the two academics, which will achieve real gains for the community. That is, the academic achievements must be realistic, applied, creative, modern, and serve the community effectively. This will enhance the academic freedom of academic engagement with the real society
I agree with Kirk McGregor above. Academic freedom to write what we feel is of value in terms of truth and scientific rigour is the foundation of civilised societies. As part of lobbying your guild/trade union/professional body, you could suggest they publicise the issue internationally so you can gain support from scholars worldwide.
