Normally, there are many techniques to tune the PI controller. I have studied some of them. In my opinion, you can use the hit to trial method. For example, first fix the value of Kp, and change the value of Ki, and see the system response (Rise time, settling time, and so on). Likewise, repeat the above step by adjusting the value of Kp with a constant Ki value. I hope this may help.

the model of wind turbine is nonlinear. the PI controller work for the linear systems, so you must to linearize you system around an operating point.
As the wind generator has an unfavorable nonlinear structure, and if you don't have a precise linear model, the standard PI can’t be used and correctly adjusted, you can use a fuzzy PI controller
