Yes, I would consider a video interview to be the equivalent of a face-to-face interview. A relatively large literature hs developed on this topic over the past two years (due to Covid). I suggest you do a Goggle Scholar search for recent articles with the terms: qualitative online interviews.

II don't see any problem with conducting both face-to-face and video interviews. Simply say that you offered the participants a choice of whichever format they preferred.
I'd agree that a study could include both. At the same time, it is important to consider how well the approach serves what it is you're seeking to investigate, i.e. is capturing non-verbal communication be important? is something lost when interviews are undertaken online (and might participants respond in a different way without the physical proximity of an in-person interview)?
As has already been noted, there is a sizable literature around this that can be consulted. You do also need to consider issues around data security etc.
