In general, if you already have the title and abstract for your article, you can use the following tools from Elsevier and Springer to help you pick a right journal among those that belong to the respective publisher

In order to publish without fees, you should check the web pages of the journals you chose for publication conditions. You often can publish without fees if you agree that your article is NOT open access (i.e. available only to the journal subscribers).
If, however, you insist on publishing open access, you should check whether you qualify for a waiver of the open access fee.
