I think that apart from parents, a great role to play the school has. I mean clear politicy of using mobile phones at school, e.g. some schools forbid to use such equipment during lessons at all.
Get them engage and busy with other useful activities such as reading, singing or organ. Also parents do need to control how they use phone when around the children
