How to prevent microstructural banding in medium carbon nickel chrome moly low alloy steels?

Severe microstructural banding is observed in HSLA nickel ,chrome moly steel rolled bars which is not removed by hardening and tempering. and results in poor high cycle fatigue properties.This is a case study of torsion bar material for main battle tanks.
