you can do that by using Coaxial Electrospinning Emitter or needle (like the picture I've attached) ...by connecting your syringe in the shell side of the needle..it should gives you a hollow fibers

You can get hollow fibers by (i) coaxial electrospinning and (ii) phase separation assisted electrospinning.
(i) Coaxial spinneret is available in Chennai with the Physics Instruments Co.

You can use silicone oil at the core and your polymer at the shell followed by electrospinning. After the electrospinning, silicone oil inside the core can be removed easily leaving hollow fibers.
(ii)By creating phase separation between two polymers taken in a single syringe, a concentration gradient and hence redial separation of the polymers results in core shell fibers. The inner polymers can be removed and you can get hollow fibers.
