I have tried making a 5% solution (by weight) of PVA with DI water. Below are the steps that I followed:
(a) Prepared a 5% solution of PVA with DI water
(b) Magnetic stirring done for 6 hours at a temperature of 80oC.
But I could not obtain a clear solution even after stirring overnight, rather I observed a milky colloidal solution.
Kindly let me know the accurate process of dissolving PVA in DI water so that I can get a perfect solution.

What was the molecular weight of the PVA samples that you used?
I mean that the answer will depend on this parameter in dramatc manner.
And also, did you try an ultrasonic bath?
Higher weight percent of PVA tends to form turbid solutions or gels. To obtain a clear PVA solution, dissolve 1-2 wt% of PVA in water by magnetic stirring for 3-4 hours.
Try refrigerating it instead of heating. That has worked for me. No-one believes me but then they try it! And it's backed by SCIENCE :)
