There is not online ''tool''s for 'interpretation'. And what means a 'tool for interpretation' in a general context?! 'Interpretation' is a mental process.

I agree with Prof. Ivanova that interpretation is a complez process, but if you want to compare (you have to "guess" the structure) you can use some online available qith database with NMR and MS data like chemspider (http://www.chemspider.com/), SDBS (http://sdbs.db.aist.go.jp/sdbs/cgi-bin/cre_index.cgi) or M/Z cluoud (https://www.mzcloud.org/DataViewer) or NIST.
