Following is logical idea:

Phosphorus (P)-solubilizing bacterial produce the organic acids which solubilize phosphate. Production of organic acids depends on the kind of carbon utilize by bacterial (eg. When you provide glucose bacteria produces gluconic acid). 

Now to increase soil microbial population, you can add carbon source (eg. Bagasse based organic fertilizers or  molasses) , additionally add rock-P, which is hard to solubilize by the non-P-solubilizing organism. This combination may possibly increase the soil innate bacterial population of P-solubilizing microbes.

Your explanation is so helpful for my research. I intend to add the carbon sources such as glucose (easily decomposable carbon) and rice straw (hard to be decomposed, contains glucose, cellulose, hexacellulose, lignin) with nitrogen source.

Basing on your idea, If I use rice straw as a carbon source, should I pre-treat it to be easily decomposed? My aims is to create a optimal condition for the development of P-solubilizing microorganism. Whether aerobic condition (moisture) is better than anaerobic/flooded condition to make them develop?

Dear Thinh.

Using direct glucose would be fine just for academic purpose and also use of rice straw not sure where it will be fully decomposed. Better use cheap carbon Mollasses for same purpose.
