Osama - in more recent times perhaps the best way to promote an individual's research and, subsequently, citation is via the academic social media - such as Research Gate. The more sources that one uses (especially linked sources) - the wider the coverage. For instance, I use RG, Academia.Edu, Kudos (Grow Kudos), Mendeley, Google Scholar, Publons, ORCID, Researcher ID, LinkedIn - and then there is Twitter, Facebook etc.
At the same time - authors can attempt to publish in high impact journals - which usually results in wider citation and circulation and then there are more 'local' forums - such as conferences, symposia, working groups, industry etc.
I echo Dr. Dean Whitehead for promoting your work through academic social media. Open access publishing is also key to make your full text available to all. However, an open access fee can be bitterly expensive if you want to publish your work in a "high tiered" journal!
Try to promote your work in social media and good platform such as research gate it self and academia, fb, etc. Try to publish scopus, PubMed, NCBI, Thomson Reuters indexing journal etc. Also you can ask to you junior and colleague for citation if your topic would match.
