I think you can collaborate with professors of global universities. therefore you should find professors who their works are aligned with your field of study, then prepare a short proposal which explain the problem statement and methodology of your research and send it to professors in order to start a collaborative research.

Usually there is a long way. First, you write an interesting and novel working paper and send it directly to 50-100 leading experts in the word. Somehow 2-5 persons may reply. Next you invite such persons to your university for a conference/seminar etc. paying their travel and accommodation expenses. Next you find a common ground to produce joint papers for top journals. This may takes a few years. As such papers are accepted, you have a good position to look into institutional collaboration.
You have to ask! Do you already know somebody who is doing the same type of research that you are interested in doing? If so pick up the phone and brainstorm on ways to collaborate.
