How can we determine that a child has some special needs, that he/she is slightly different from their siblings? Further, how can we understand such special children.

This good question for parents, teachers, and nursemaid to detect those children with special needs.
As a parent you can immediately identify your children differently or not develop normally, the most important thing is to accept that help is needed and it is important to be as soon as possible to help the child and give the best conditions to continue developing
Teachers in the schools are also key to recognizing children who need help, their experience gives them a greater vision, so good communication between parents and teachers is important

I have dealt with some special children in the past, and honestly, it is very hard to understand what they want and ask for.

visual understanding is very important, some children with special needs express themselves visually, we have to be attentive to their reactions, of course we speak of a very heterogeneous population and needs that go from very little to totally dependent.

Through the continuous following and observations for the presences of some characters and special behaviors ( not as within other normal children) with those children such as; introvert child, moody, isolated baby, very calm child, withers child, very nervous child, little interaction with his/her peers ...etc. and with precise follow up you can identify and understand that this child is treated as a child with special needs.

first of all we have to use the five senses model- see(visual observation), Hear(to them carefully), Smell what they like, find out their tastes, and understand their touch. and find out the special need area for the children.
once you know the area where special need is , your task is to provide an aid in that area, again a solution by either use of the above 5(observation,listen to their need carefully,smell what they like,find out their tastes, and understand their touch and feeling) or combination of them.
infact once the problem is identified, u need to train the kid properly , so that the children are able to lead a proper life, and that is possible with the combined effort of Parents and Teachers.
It wasn't just for Autistic children that I raised this question, but, for general domain of special kids, but thank you for your answer Luay Abdulwahid Shihab .

Delayed to recognize his mother or family members, difficulty eating and drinking, delayed speech, physical disability, inability to follow moving objects, delayed walking.

Special children have slower psychomotor abilities and thus, it takes time to understand them and their actions.
