You can get permission from publisher website like Elsevier, Wiley and etc. You should send an email to the publisher and they will give you a license number. I used this way for my review paper that published in Renewable and Sustainable Energy Reviews.

Even better is to create your own graphic that is different from the published and copyrighted version, but conveys the same information. Make sure that it is visually different, and still provide the citation to the article that inspired it.

I have had another author re-draw one of my graphics very closely, with only subtle changes. It is better to have more significant visual differences in how you present the information when you create your own graphic.
