The GPS data provides only a part of the information required for assessing fuel consumption/vehicle emission. There has been a related question on Researchgate a few months ago.

First you must convert GPS data to vehicle speed and altitude/elevation data. It is likely that you may need to perform corrections and filtering of raw GPS data. Once you have reliable speed and elevation data, you must calculate acceleration from (previously smoothed) speed data, and road grade from altitude and distance traveled.

Then you can calculate VSP (Vehicle specific power), and follow indication on Attachment C of the IVE model to determine engine stress for each data point. Then you use the bins definition from the IVE (this is not explained or published as far as I know), and split each bin into three bins as function of the engine stress value.

Mr. sandheep chaudhry after collecting velocity ,acceleration, altitude from the GPS unit on second by second basis, u can input these values in SEE software(speed emission evaluation ) which give the results for low mid and high stresses .And also gives the vehicle emission rates
