Your arguments are sound, but they may not convince everyone. I have an insider view of one of the biggest flops of high-energy enterprises, namely, the SSC. I was in Weinberg's group while it was beginning to be built and they were lobbying for sustaining the expenses. It is well known that they failed. Here, in Europe, the LHC succeeded; perhaps, because the management of CERN is less democratic.
