I am working on the beam steerers based on the phase gradient metasurfaces. Mathematically, I have calculated that beam will steer at an angle of 32 degree. However, in the intensity plot which is attached herewith, it can seen that wave is propagating at a certain angle but how can I ensure that whether it is propagating at the angle of 32 degree or not.

I don't know about CST, but in HFSS, or OpenEMS, I would extract E&H vectors, and calculate S vector. Another way is damping, and analyzing the phase at some reasonable distance (like in NF measurements), which works well for freq. domain solvers. BTW, normally, you do a complete FF transform in standard antenna setup, i.e. defining radiation "sphere", and getting patterns at the output.
