I have bode plot data points of a dc-dc converter and I want to get 's' domain transfer function expression using it. Is there any tool available for it?

You can treat this problem as a filter one. I assume your response is a maximally flat Butter worth. So, you can normalize it and try to match it with one of the response curves of the butter worth filter function and therefore you can obtain the filter complexity which is the order of butter worth polynomial. Then you can get the poles from the published tables of the poles of the butter worth filters. Knowing the poles you can get H(s). You can consult any standard text boo in Filter design.

If you can present these as plots of DB and rads against frequency (in log scale), then one can help you better.
Otherwise, you can plot them and realise the transfer function on your own. The design concepts are available in the classic:
