I am working on water resources management in Zambia. Despite focusing on economic issues, we analysed our survey data also under a gender perspective finding out that women participate considerably less than men in the water-related institutions and are far less aware of the roles and functions of such institutions. These findings could be explained with cultural norms common in some African rural settings. Nonetheless they clearly contradict the government's willingness to improve participation and gender equity in water use and managemnt (the new water law and policy in Zambia clearly stress these principles).
In your view, what could be the strategies to effectively empower women in water resources management (I borrow the formulation of the question by Ms Ademun, Ministry of Uganda, with whom I had a really inpiring conversation - see link below)? Would you have any best practice to share (I know of the case of Kenya, for example)? Any criticism to current approaches?
