Hello!
I am working with a peptide of 19 amino acid composition. It has 7 positive charged residues (Arg + Lys) and no negative charged residues so it's obvious the peptide is basic. I tried dissolving it in 1xPBS on ice but it only dissolves partially. I am using it for ITC and needs it dissolve completely. Can anyone help me with what to do?.

Basic peptides are often dissolved in dilute acids, such as 10% acetic acid. You can find some hints on peptide solubility on the webpages of peptide companies. Finally, you should be aware that basic peptides are highly "sticky," and adsorb easily on surfaces e.g. glass.
Use ProtParam to determine its pI and then try dissolving it in a buffer with pH away from its pI (at least 1 pH above or below)

Do sonication may help the dissolving. And maybe you want to low down the concentration of your desired stock solution, refer to the solubility of the peptide in water/PBS.
What is the concentration you planned to have?
The solubility may be improved by raising the temperature and lowering the salt concentration. Instead of using PBS, just use phosphate buffer without salt. Check the pH of the peptide solution to make sure it has not risen, since the solubility will decrease as the pH rises. Don't try to make the stock solution any more concentrated than is absolutely necessary.
