How to disperse hydrophobic micro particle equally to a surface and keep the adherence longer?

I was wondering how to disperse hydrophobic micro particle equally to a surface. The sem image Im getting isnt well disperse maybe due to wrong method or low adherence. Using pressure spray seems not working because the particle stucks to the nozzle. And using adhesive isnt helping as well I am not sure why...
