I am not sure if you can achieve this on Android using standard developement tools. I have some experience from game development and the solution is to take into account variable delay (dt). My colleagues tried to force Android to loops with fixed frequency, but unsuccessfully (same problem as yours). If you do not find solution with JAVA, you may try Android Native Development Kit (NDK) if it is still supported by Google. But expect lot of complications from significantly lower community support to deployment on Google Play.
