I just wanted to know the server or software which can give a high-quality map without any label and allow the user to modify and construct a proper map for sampling sites (To scale and exact lat/long)
[P.S.: I have used scribble map. But the special features are not free of cost.]
You can use OpenStreetMap for downloading maps.

You can use ArcGIS software. It's totally free and very easy to use. Moreover, you'll find a plethora of videos on " how to create a study area map using ArcGIS software" on YouTube. I'm using ArcGIS 10.7 version (crack version).
