How to create homogeneous road section?

May I get any idea about the development of homogeneous road section and its limitation

Homogenous road sections before laying an overlay will be decided based road failures and deflection data like BBD/FWD.Moreover these willnt be considered for half kilometer.For uniformity the homogenous sectons of the road is considered for minimum 1km.
