The question lacks some details. However i will try to answer it according to my understanding to it. You want to connect an optical fiber with a PIC micro-controller. In fact you connect the fiber to an photo detector. You can get a photo detector built in an a case with an optical connector from one side and electrical connector to the other side. The fiber can be supplied by an optical connector and connected to the optical detector optical connector while the electrical connector is connected to the proper analog input of the PIC. Such devices and connectors are available in the market.

There are two ways can be used to couple electromagnetic waves from a waveguide to another waveguide : butt coupling and side coupling. The butt coupling is the simplest method. You just need to consider the modal indices and modal sizes between the two waveguides. The side coupling is more complicated. For example, the concept of a dual channel directional coupler can provide you the basic knowledge about the side coupling.
For a long time there were available modems (for a lack of better term) that couple fiber optics cables to standard ethernet or serial interfaces. We use these to communicate with devices floating up to 20 kV. Once on ethernet or serial, I assume talking to a PIC is rather trivial. I can look up the model/manufacturer of these devices we own, if you are interested.
