1. Create a shapefile (or raster layer if you have one) of the area you want to extract from the WMS server raster (i.e., your study area).

2. Use the "Extract by Mask" tool with the WMS server raster as the input and the mask as the above shapefile/raster.

Sir,

as per my experience there is no tool in ArcMAP in this regard but u can save as jpg/png/tif and then do georeferencing to get a raster image for further processing.

i got an online portal for such conversion, adding screenshot for that. Might be useful-
