TIFF and TIF are the same., though to be sure, TIFF format encompasses many variations and not all variations will be handled by all software.

JPG can be converted to TIF using just about any image processing software. But I'll make the assumption you have a lot of images and would lke to automate the process. The free open source GIMP image editing application would probably suit your needs. Here's a link to the command line batch processing tutorial:
