One approach is to use the GAMS software, found at https://www.gams.com/. They provide the software and data, which is not free but a student version is available to practice on. If this is you first step in this direction, then you should first take a look at it and ask other questions.
An energy data base was added to the gams program by Thomas Rutherford. You can also search the web under his name to see if he still maintains that data base.
