I've been trying to coat Graphene on ITO/GC. The problem i'm facing is Graphene is not getting coated on the ITO/GC. What kind of electrolyte? as well applied voltage? i have to use to coat it.

Vacuum-filtration method is a simple method for producing thin film of graphene or graphene oxide. First you need to disperse your sample (graphene in your experiment) in a proper solvent. After making a thin film via vacuum filtration you can transfer the thin film on any types of substrate (solid or flexible) you want.
Moreover, using other simple solution-based deposition methods such as spray-coating and spin-coating would be helpful.
