If I have data of plant diversity of 4 rivers side riparian forest . All four rivers flowing in almost a same geographical areas. Out of four rivers two with dam on it and two without dam. So, if I want to see is there any effect of construction of dam on plant diversity can I do that ? The rivers without dam can I use as a control ?

Yes its good idea, i think that and you can use the river without dam as a control because it’s natural zone (did not anthropized)
Ideally you need before-after control-impact sampling design. It is not clear from your question how samples were collected. Thoughts below.
If satellite data are available this can give an idea of changes in several parameters related to vegetation (e.g. NDVI). This will not necessarily give you information on diversity (depends on type of plants, image resolution etc etc).
But if you do not have field collected samples suitable for diversity analysis along the rivers with dams before the dams were constructed it is going to be hard to make a convincing analysis just with the comparison of two (impact) and two (control).
